Super Intelligence Force: Trump's Federal AI Task Force

Trump announced the Super Intelligence Force on October 4, 2026, naming Jay Clayton, Andrew Ferguson, Emil Michael and Scott Kupor. No executive order created it.

A task force announced in a post

On the morning of Sunday, October 4, 2026, President Trump announced on Truth Social "the formation of the Super Intelligence Force (SIF)," tasked with coordinating the federal government's effort "to ensure that America continues to lead the World in Super Intelligence." The post opened by tying it to the White House Accord on Super Intelligence that AI company leaders had signed five days earlier, and said the group would engage with consumers, public interest groups, religious organizations, critical infrastructure providers and the companies building the technology. [1][2]

The post named four leaders: Director of National Intelligence Jay Clayton, Federal Trade Commission chair Andrew Ferguson, Emil Michael, the Under Secretary of War for Research and Engineering and the department's chief technology officer, and Office of Personnel Management director Scott Kupor. The group reports to the president and to chief of staff Susie Wiles. TechCrunch, citing The Wall Street Journal, reported that Clayton would chair it, effectively making him the administration's AI czar, with the other three as vice chairs. The post itself uses neither word. [1][2]

The September 29 executive order that renamed AI "Super Intelligence" in federal documents does not mention a task force or a czar. Its only follow-up assignment is a proposed legislative definition from the Assistant to the President for Science and Technology, due within 60 days. [4]

A 120-day charter and a first meeting

The charter was not published by the White House. TechCrunch reported its contents as relayed by other outlets: the force has 120 days to report on the risks and opportunities of AI, and is to "develop plans for responding to SI-enabled threats to our society" while "preventing overregulation and regulatory capture that would stifle innovation and competition." [2]

Semafor reported, from an announcement shared with it and a White House statement, that the force held its first official meeting on Thursday, October 15, and formally adopted the charter, starting the 120-day clock. It commissioned the President's Council of Advisors on Science and Technology to assess AI risk in three areas: cybersecurity and critical infrastructure, biosecurity and dual-use applications, and model control and accountability. [3]

The same report divided the work. Clayton and National Cyber Director Sean Cairncross lead a working group to implement the Accord. Michael leads protocols for labs to report breaches and hacks to the government. Ferguson leads a law enforcement and consumer protection coordination committee with the Justice Department. Kupor works on critical infrastructure and, with the Labor Department, on AI's effect on jobs. Vice President JD Vance, Treasury Secretary Scott Bessent, Defense Secretary Pete Hegseth and OSTP director Michael Kratsios were listed among the other members. [3]

Coordination, not new rules

The Accord the force was told to implement is a voluntary pledge. Semafor reported that it was "not yet entirely clear" how compliance would be enforced, and that a White House official named export controls as one possible tool, the same lever the government had already used in its frontier model export controls. [3]

What changed on October 4 is who is in charge, not what any company must do. The force concentrates AI coordination under the country's top intelligence official and puts the FTC chair inside it, which gives the Accord a home in government without giving it legal force. Its first concrete products, a PCAST report and an incident-reporting protocol, were due inside the 120-day window. [1][3]
