Signing and the first application dates
Illinois enacted SB 315 on July 6, 2026 as the AI Safety Measures Act. Section 99 gives January 1, 2027 as the act’s effective date, and section 18 starts large frontier developers’ disclosure requirements then. The signing announcement also identifies the January 2027 date. [1][2]
Later framework and audit requirements
Section 10 begins specified large-developer frontier-framework duties in January 2028. Annual independent compliance audits start on January 1, 2028 or 90 days after a developer first qualifies as a large frontier developer, whichever is later. Audits concern the statutory framework requirements, with provisions for auditor competence and independence. [2][4]
Section 15 requires reports of qualifying critical safety incidents within 72 hours of learning facts sufficient to establish a reasonable belief that one occurred. Imminent death or serious-injury risks trigger a shorter, 24-hour disclosure requirement to an appropriate authority. The law’s defined actors, triggers and staggered schedules matter when interpreting its reach. [2]
