A state frontier-model law
Illinois enacted the AI Safety Measures Act on July 6, 2026. The law establishes duties around frontier-model risk, disclosures, incident reports and employee protections. Its general effective date is January 1, 2027; section 18 also begins large-developer disclosure requirements on that date. [1][2]
Different duties begin at different times
Section 10 begins large frontier developers’ framework duties in January 2028. Annual independent compliance audits begin on January 1, 2028 or 90 days after a developer first qualifies, whichever is later. Those audits examine compliance with the statutory framework requirements; they are not a general state certification that a model is safe. [2][3]
Section 15 requires frontier developers to report qualifying critical safety incidents within 72 hours of learning sufficient facts, with a shorter disclosure requirement for imminent death or serious-injury risks. These provisions have defined actors and triggers, so the signing date should not be read as the immediate start of every duty. [2]
