Mistral AI: Open Weights, Model Licenses & ASML Investment

Paris-based Mistral AI pairs Apache-licensed open-weight models with commercial releases; ASML later led a €1.7 billion round and took an 11% stake.

Europe's answer, led by researchers who left the big labs

Mistral AI was founded in Paris in April 2023 by Arthur Mensch, previously a research scientist at Google DeepMind, and Guillaume Lample and Timothée Lacroix, who had worked on Meta's early LLaMA models. Mensch is chief executive, Lample is chief scientist and Lacroix is chief technology officer. [1][2]

The company has grown fast and expensively: from a roughly €240 million valuation in its June 2023 seed round to about €11.7 billion after the ASML-led round in September 2025, with investors along the way including Microsoft, Andreessen Horowitz and General Catalyst. [2][5]

Atlas interpretation: Mistral markets itself as the highest-valued European AI company, and leans into that framing with governments and enterprises wary of depending entirely on American or Chinese model providers. Mensch addressed France's National Assembly on European technological independence in May 2026, which is not the kind of meeting a purely commercial pitch usually earns. [2]

Open weights as the brand, mostly

Mistral 7B in September 2023 built the company's reputation: an Apache 2.0 licensed model, released four months after founding, that outperformed competitors twice its size. Codestral in May 2024 tested how far that policy would stretch, shipping under a new Mistral AI Non-Production License that blocked commercial use without a separate deal. [3][4]

Atlas interpretation: Mistral has never been a pure open-source shop. It sells API access and enterprise deals like any other frontier lab, and the license on a given release depends on what Mistral thinks that model is worth to keep. Mistral 3 in December 2025 went back to Apache 2.0 for the whole family, flagship included, which reads as much like a competitive answer to the open releases coming out of Alibaba and Zhipu AI as a return to principle. Chip money buys into the model layer

In September 2025, ASML led a €1.7 billion round into Mistral, taking roughly 11 percent of the company at an €11.7 billion valuation. [5][7]

Atlas interpretation: A lithography monopoly buying into a model lab is a short supply chain. The same company that makes the machines behind the chips that train frontier models now holds a direct stake in what gets built with them, which gives ASML a return on the AI buildout that does not depend on chip volumes alone.
