An independent research institute
Vector conducts machine-learning research and connects researchers with engineering, training and adoption work. It is an independent nonprofit corporation, not a university: it collaborates with universities but does not admit students or award degrees itself. [1]
Vector opened on March 30, 2017 at Toronto's MaRS Discovery District. Its initial mandate combined deep-learning research with attracting and retaining researchers and helping public and private organizations use AI. The announcement's expansion targets were plans, rather than counts of researchers already in place. [2]
The University of Toronto was a launch partner, but that relationship does not make Vector a university department. Its own governance account describes an independent board drawn from academic, public and private communities. [1][2]
