A government convening and investment role

France cohosted the Paris AI Action Summit with India in February 2025. Its government’s role combined international convening with efforts to attract AI infrastructure and company investment. Attendance by a company at the summit does not alone establish that it financed or delivered an announced project. [2]

What the investment figure represented

The February 2025 investment announcement concerned €109 billion in AI investment over the following years. In his summit Business Day speech, Macron explicitly described French and foreign private investment. The figure should not be read as €109 billion already spent by the French government or as proof that every associated data center was operational. [1][2]

That distinction separates France’s national-policy role from the companies and investors responsible for particular projects. The announced aggregate establishes the scale of the commitments reported around the summit, while construction, deployment and spending require project-specific evidence. [1]
